BIOGRAPHICAL NOTE

MR. TOMOHIKO KOBAYASHI was born in Kofu, Japan in 1932. He graduated from the Department of Liberal Arts at Tokyo University in 1953. He passed the Japanese Higher Diplomatic Service Examination in 1953, after which he joined the Ministry of Foreign Affairs. With the Ministry from 1954-1967, he served twice in France, once in Vietnam, and five years in the Asian Affairs Bureau in Tokyo.

Throughout his life in the diplomatic service, Mr. Kobayashi has held numerous interesting and distinguished positions with international organizations. He served as Director of the First International Organization Division (GATT and IMF), Economic Affairs Bureau (1969);Director of the Economic Integration Division (EEC), Economic Affairs Bureau (1970); First Secretary, Embassy of Japan in Lebanon (1971); First Secretary, Embassy of Japan in Egypt(1973);

In 1975, Mr. Kobayashi became Director of the Political Affairs Division, United Nations Bureau, and then in 1977 assumed the position of Deputy Director-General.

In 1978, Mr. Kobayashi became Special Counsellor to the Secretary General, at the Organization of Economic Cooperation and Development (OECD), and then moved to the post of Interim President of the Development Centre of the OECD in 1982-83 when he was appointed Ambassador Extraordinary and Plenipotentiary, Permanent Mission of Japan to the United Nations.

Mr. Kobayashi was appointed President of the ECOSOC (the Economic and Social Council)of the United Nations in 1985. Since September 1986, he has served as the Special Economic Advisor to the Minister for Foreign Affairs of Japan.
