Highlights

G8 Books: The G8 Research Group launched two new book series with Ashgate Publishing. The Global Environmental Governance series, edited by John Kirton and Konrad von Moltke, had two books published in 2001: International Equity and Global Environmental Politics: Power and Principles in U.S. Foreign Policy, by Paul Harris, and Linking Trade, Environment and Social Cohesion: North American Experiences, Global Challenges, edited by John Kirton and Virginia Maclaren. A third book – Governing Global Biodiversity: The Evolution and Implementation of the Convention on Biological Diversity, edited by Philippe Le Prestre – is in press. The second series, Global Finance, is edited by John Kirton, Michele Fratianni and Paolo Savona. Its first book, Governing Global Finance: New Challenges, G7 and IMF Contributions, was published in June 2002. The G8 and Global Governance Series has three books in press: New Directions in Global Political Governance: The G8 and International Order in the Twenty-First Century, edited by John Kirton and Junichi Takase, Governing Global Trade, by Theodore Cohn, and The New Economic Diplomacy, edited by Nicholas Bayne and Stephen Woolcock.

G8 Governance: Two new working papers were published in the G8 Governance series, edited by Heidi Ullrich: Carlo Santiso’s "Governance Conditionality and the Reform of Multilateral Development Finance: The Role of the Group of Eight" in March 2002 and Andre Belelieu’s "The G8 and Terrorism: What Role Can the G8 Play in the 21st Century?" in May 2002.

G8 Information Centre: Between the conclusion of the Genoa 2001 Summit and the Kananaskis Summit, the G8 Information Centre website (www.g8.utoronto.ca) received 3.2 million hits, a substantial increase from 2.5 million recorded in the previous year. The 2001/02 website usage culminated during summit week, with almost 200,000 hits, 92,600 accesses (highest ever recorded), 25,500 visits and 15,000 unique hosts. Over the year, the website added several features, notably G8 Online, the G8 Bulletin and Latest Citations.

G8 Research Collection: Three students (Michael Lines, Denisse Rudich and Dan Ben-Aron) under the direction of Peter Hajnal completed the inventory, classification and arrangement of the G7/G8 Research Collection at the John W. Graham Library. A detailed finding aid was prepared. Kananaskis documents will be added beginning in the fall of 2002.

G8 Field Team: The 13-member field team at Kananaskis, supplemented by the G8 Online producer and international colleagues such as Sir Nicholas Bayne, mounted a full program for both the G8 foreign ministers meeting in Whistler and at the summit itself. The field team was supported by a home crew of 16 analysts and management team members. A team also went to the G20 in Ottawa in November 2001 to conduct a program of documentation, analysis and media assistance, and to gather video material, including interviews with Paul Martin and David Dodge.

G8 Media Assistance: The media assistance program, in the two months leading up to and including the Kananaskis Summit, the Research Group assisted 52 media outlets from six countries, including Canadian outlets in both official languages, as well as the more than 100 contacts on the distribution list in the weeks leading up to the summit.

G8 Conferences and Seminars: The Research Group co-hosted a pre-summit conference, "Sustaining Global Growth: Prosperity, Security and Development Challenges for the Kananaskis G8," with the University of Calgary, the Guido Carli Association and the Research Group on Global Financial Governance, at the University of Calgary on June 22, 2002. The conference was webcast live and received coverage in broadcast and print media; the papers presented will form a new volume in the Global Finance book series.

On June 10, 2002, the Research Group also hosted "The Prospects for the Canadian G8 Summit" at the Nippon Press Centre in Tokyo, Japan, with the support of the Canadian Embassy in Tokyo, the Canada-Japan Society, the Japan-British Society and the LSE International Social Economic Forum in Japan. The seminar was attended by 110 members of the Japanese media, research, government and scholarly communities.

A new international briefing program was launched, with events held in London, Washington and Tokyo.

G8 Research Group Regional Office: The G8 Research Group established a regional office in Montreal, under the leadership of Professor Désirée McGraw at McGill University

G8 Research Group Professional Advisory Council: The Professional Advisory Council welcomed four new members: Professor Jonathan Story of INSEAD, Professor Steven Lamy of University of Southern California, Professor Stephen Blank of Pace University, and Charles Doran of Johns Hopkins University.

Robert H. Catherwood Scholarship: The 2001/02 Robert H. Catherwood Scholarship was awarded to Melanie Martin. A new Catherwood award was also given to Lida Preyma. The highly successful annual Catherwood Scholarship Fundraising Appeal expanded the Catherwood Scholarship Endowments Fund to more than $160,000.

G8 Research: Special research studies were conducted by members of the Research Group on Compliance with G8 Ministerial Conflict Prevention Commitments and New Conflict Prevention Initiatives for the G8 2002. The first was delivered just prior to the 2001 G8 foreign ministers meeting in Rome, for use by the Canadian government in its G8 participation, and the second was completed in the spring 2002.

G8 Research Group Fundraising: A very successful annual Alumni Fundraising Appeal raised additional endowment funds to support its core infrastructure and activities.

G8 Online 2002: G8 Online 2002 was the most ambitious G8 Online program ever, offering in both English and French a university-level course of 26 short lectures available in video, audio and text (html and PDF), student-led discussions, quizzes, video diaries, critical commentaries and interviews, and interactive features such as bulletin boards. Lecture presenters came from the University of Toronto, McGill University, l’Université de Montréal, l’Université de Québec à Montréal, the London School of Economics and Political Science, Fordham University and the International Peace Academy. During its first ten weeks, G8 Online received 30,000 accesses to its home pages. G8 Online 2002 was supported by the Government of Canada, through the Summit Office of the Department of Foreign Affairs and International Trade, Trinity College and the University of Toronto, eCollege.com, VisionTV, the Social Sciences and Humanities Research Council of Canada through the "EnviReform" project, and Maeander Enterprises.

Introduction

The accomplishments of the G8 Research Group for its home and field program during the 2001/02 academic year are detailed below.

Toronto-Based Program

Ashgate Book Series

Now in its four year, Ashgate Publishing’s G8 and Global Governance series, with John Kirton as general editor, published three new volumes, bringing the total books in the series to eight. New Directions in Global Economic Governance: Managing Globalization in the Twenty-First Century, edited by John Kirton and George von Furstenberg, and New Directions in Global Political Governance: The G8 and International Order in the Twenty-First Century, edited by John Kirton and Junichi Takase, both draw on the pre-summit conferences presented in Japan in the leadup to the 2000 Okinawa Summit, and include material updated in light of developments at the 2001 Genoa and 2002 Kananaskis summits. A third volume, The New Transatlantic Agenda: Facing the Challenges of Global Governance, edited by Hall Gardner and Radoslava Stefanova, was also published, and two more books are due out by the end of 2002: Governing Global Trade: International Institutions in Conflict and Convergence, by Theodore Cohn, and The New Economic Diplomacy, by Nicholas Bayne and Stephen Woolcock.

In addition, Ashgate Publishing launched two new book series, drawing on the theme of global governance. The Global Environmental Governance series is edited by John Kirton and Konrad von Moltke of Dartmouth University and its inaugural book, International Equity and Global Environmental Politics: Power and Principles in U.S. Foreign Policy, was written by Paul Harris. Its second volume – Linking Trade, Environment and Social Cohesion: North American Experiences, Global Challenges, edited by John Kirton and Virginia Maclaren – was launched at the International Studies Association convention in New Orleans in March 2002. The third volume, due out by the end of 2002, is a volume edited by Philippe Le Prestre: Governing Global Biodiversity: The Evolution and Implementation of the Convention on Biological Diversity.

The second new book series – Global Finance – is edited by Paolo Savona, of LUISS Guido Carli University, Michele Fratianni of Indiana University and John Kirton. Its inaugural volume, Governing Global Finance: New Challenges, G7 and IMF Contributions, edited by the series’ three co-editors and drawn on the conferences just before the 2001 Genoa Summit, was published in 2002.

All three series have several new manuscripts in the process of anonymous peer review, with others under consideration. See Appendix A for a complete list of books in all three series.

Conference Presentations and Lectures

The Research Group co-hosted a pre-summit conference on "Sustaining Global Growth: Prosperity, Security and Development Challenges for the Kananaskis G8," with the University of Calgary, the Guido Carli Association and the Research Group on Global Financial Governance. The conference took place at the University of Calgary on June 22, 2002. Speakers came from North America, Europe, Japan and Africa, including representatives of the Bank of Canada and DFAIT’s G8 Summit Policy Office. The papers presented at the conference, which was webcast live and received coverage in broadcast and print media, will form a new volume in the Global Finance book series.

On June 10, 2002, the Research Group also hosted "The Prospects for the Canadian G8 Summit" at the Nippon Press Centre in Tokyo, Japan, with the support of the Canadian Embassy in Tokyo, the Canada-Japan Society, the Japan-British Society and the LSE International Social Economic Forum in Japan. A new international briefing program was launched, with events held in London, Washington and Tokyo. The Washington seminar, sponsored by the Center for Strategic and International Studies, featured a presentation to a group of 50 on prospects for the Kananaskis Summit.

Members of the Research Group presented papers and participated in several scholarly conferences, including the annual meetings of the International Studies Association and the Canadian Institute of International Affairs, as well as at "From Doha to Kananaskis: The Future of the World Trading System and the Crisis of Governance" (co-hosted by York University and the University of Toronto) and the 2001 Berlin Conference on the Human Dimensions of Global Environmental. Appendix B includes a partial list of papers.

G8 Information Centre

In the 11-month period between the Genoa 2001 Summit and the Kananaskis Summit in June 2002, the award-winning G8 Information Centre website received 3.2 million hits, a substantial increase from 2.5 million recorded in the full 12 months in the previous year. As usual, 2001/02 website usage culminated during summit week, with almost 200,000 hits, 92,600 accesses, 25,500 visits and 15,000 unique hosts. During summit week, the number of accesses was the highest weekly total ever recorded.

Over the year, the website added several features. The most ambitious was G8 Online 2002 (see below). Another new feature was G8 Bulletins, regular summaries of the main news stories on the G8. Video interviews with Paul Martin, Canada’s finance minister and chair of the G20, and David Dodge, governor of the Bank of Canada, were filmed at the G20 ministerial meeting in November 2001. The bibliography was supplemented by a weekly "Latest Citations" feature, which highlights a different publication related to the G8 and its institutions every week.

The general redesign of the website was completed. The "What’s New" column was divided into two sections, one on "What’s New in G8 Research" to highlight research and activities by the group and its members, and the other on "What’s New in the G8" to keep visitors up to date on official developments.

The translation of materials into other languages continues, with an emphasis on translation into French in preparation for the 2003 summit, which will be hosted in France, and expanded into non-G8 languages such as Spanish.

G8 Research Collection

Under the guidance of Peter Hajnal, the G8 Research Collection has continued to involve organising and maintaining the collection of documents, clippings, audio- and videotapes, and other material dealing with G7/G8 summits and related issues. In the past, Professor Hajnal also co-ordinated the collection of documentary and other material at each summit site and between summits, immediate distribution of the material to the Director of the Research Group and others as required, and ensuring that the material is ultimately deposited in the John W. Graham Library of Trinity College at the Munk Centre. This year Professor Hajnal did not accompany the Research Group to Alberta so other members of the Research Group collected documents and other material, in particular Denisse Rudich and Petra Kukacka. These Kananaskis documents will be added to the collection beginning in the fall of 2002.

During academic year 2001/2002, three OSAP Work-Study students (Michael Lines, Denisse Rudich and Dan Ben-Aron) completed the massive task, begun four years ago, of inventorying, classifying and arranging the G7/G8 Research Collection in a logical archival order. All material is now housed in archival-quality file folders and boxes to enhance prospects of preservation. A detailed finding aid enables the research community and other users of the library to request items needed. Because the material is a special collection, it is available to researchers by special request to the circulation desk; items retrieved may then be used in the G8 Research Room on the second floor of the Graham Library. The G7/G8 Research Collection is being used more and more, including by international scholars from as far afield as Italy.

Teaching

During 2001/02, Professor Kirton taught two fourth-year/graduate seminars and co-taught a graduate course on international governance at the University of Toronto. He also taught a course on global governance in the University of Toronto’s summer school program at Siena, which included a field trip to Genoa as well as a field trip to Rome. In Genoa, the students visited the Palazzo Ducale, site of the 2001 Genoa Summit, and met with the mayor’s office; in Rome, the trip included special sessions with Ambassador Robert Fowler, Malcolm McKechnie and their colleagues at the Canadian Embassy and with the Food and Agriculture Organization.

Research

Two special research studies were conducted by members of the Research Group on Compliance with G8 Ministerial Conflict Prevention Commitments and New Conflict Prevention Initiatives for the G8 2002. The first was delivered to the just prior to the G8 foreign ministers meeting in Rome, for use by the Canadian government in its preparations for the G8 Summit. The second culminated in "From Good Intentions to Good Practice: The G8 and Conflict Prevention Initiatives for Africa," a paper commissioned by the Department of Foreign Affairs and International Trade and by Gina Stephens and Kristiana Powell, and was completed in the spring.

Media Commentary

Throughout the year, the Research Group provided ongoing media commentary, culminating in a record number of 93 media hits, involving outlets from Canada and five other countries, during the summit period. The Research Group also mounted on-site media assistance programs at the G8 foreign ministers meeting at Whistler in the weeks before the Kananaskis Summit as well as at the G20 ministerial meeting in November 2001 in Ottawa.

G20

The Research Group sent a team to the G20 meeting in Ottawa in November 2001 – the third ministerial and Canada’s last as host –to conduct a program of documentation, analysis and media assistance. The team included a video crew, led by Candida T. Paltiel, who conducted exclusive interviews with Paul Martin, Canada’s finance minister and chair of the G20, and David Dodge, governor of the Bank of Canada, as well as collected other video footage.

G8 Research Group Regional Office

In addition to the regional office in Tokyo led by Shinichiro Uda, the G8 Research Group established a regional office in Montreal under the leadership of Professor Désirée McGraw of McGill University. The regional office contributed analysts to the field team at the Kananaskis Summit.

Professional Advisory Council

The Professional Advisory Council welcomed three new members, Professor Jonathan Story of INSEAD in Fontainbleau, France, Professor Steven Lamy of University of Southern California at Los Angeles, Professor Stephen Blank of Pace University in New York, and Charles Doran at the Paul H. Nitze School of Advanced International Studies at Johns Hopkins University in Washington DC. Members of the council continued to support the Research Group’s activities by participating in conferences, reviewing manuscripts and presenting lectures for G8 Online.

The Research Group met regularly in Toronto throughout the year, with a focus on the preparation of its analytical studies. See Appendix C.

Speakers

The Research Group hosted several speakers in the 2001/02 season. Ambassador Robert Fowler, the Prime Minister’s Personal Representative to the G8, held an information session with the G8 Research Group in the leadup to the Kananaskis Summit, and his colleague, Randolph Mank, Policy Director for Department of Foreign Affairs and Political Science, debriefed the Research Group after the summit. Other speakers included Sir Nicholas Bayne, speaking on the G8 and terrorism in November 2001 and Patrick Cirillo, a Research Group alumnus and Acting Deputy Division Chief of the International Monetary Fund in May 2002.

With the completion of the Finding Aid for the G8 Research Library, the G8 Research Group started to welcome visiting scholars from around the world, beginning with Fiorella Favino from the University of Urbino in Italy and Martina Conticelli from the University of Rome (La Sapienza).

Field Program

The Field Team

The 13-member field team at the Kananaskis Summit consisted of four senior experts, eight analysts (including analysts from the Montreal regional office), one management team member and the G8 Online producer, with the support of our international colleague, Sir Nicholas Bayne. The small, well-organized group worked out of the media centre at Calgary and mounted a full program of documentation, media assistance and analytical studies. New features included the G8 Online program of lectures and supporting materials. The field team was supported by a 16-member home team in Toronto, who provided research assistance and support.

A two-person team also attended the G8 foreign ministers meeting in Whistler, BC, on June 12–13.

The Research Group also sent a team to the second annual ministerial G20 meeting in Ottawa in November 2001, to conduct a program of documentation, analysis and media assistance, and to gather video material, including interviews with Paul Martin and David Dodge. The team was led by Gina Stephens and included a film crew led by Candida T. Paltiel.

Analytical Studies

The analytical studies at the Kananaskis Summit consisted of the finalization of the Compliance Studies, Prospects, Personal Evaluations, Country Performance Assessments and Issue and Summit Performance Assessments. All are available on the G8 Information Centre.

The on-site team continued to keep the paper and electronic archives up to date.

G8 Information Centre

The analytical studies were sent from the Calgary media centre to Toronto, where they were uploaded directly to the G8 Information Centre’s website. During the week of the Summit, the site received almost 200,000 hits and a record-breaking 92,600 accesses.

Media Assistance

In the lead-up to and at the Kananaskis Summit, there was a record number of 93 media hits, with a focus on Canadian media (in both English and French), but also serving media outlets in five other countries. In addition to providing background material for a wide range of organizations, members of the Research Group produced a series of three award-winning editorials commissioned by the Calgary Herald, appeared on CBC’s The National and CBC Newsworld’s weekly phone-in show, contributed to front-page coverage in Italy’s Corriere della Serra, provided interviews for Bloomberg and the Wall Street Journal, appeared in NHK’s live coverage to Japan and appeared on CTV’s Question Period.

Media assistance was also provided at the G20 meeting in Ottawa.

G8 Online 2002

In 2001/02, the G8 Resource Group mounted a substantially expanded version of the G8 Online program begun in 1997. Fully available in French and English, G8 Online 2002 offered a newly designed university-level course, consisting of 26 short lectures available in video, audio and text (html and PDF), student-led discussions, quizzes, discussion questions and recommended readings, featured content such as daily diaries, video diaries, critical commentaries and interviews, and interactive features such as bulletin boards, emails and commentary. G8 Online 2002 was supported primarily by the Government of Canada, through the Summit Office of the Department of Foreign Affairs and International Trade (DFAIT). Its financial commitment double that of any previous year, in recognition of the fully bilingual nature of the 2002 program. Further support came from Trinity College and the University of Toronto, eCollege.com, VisionTV, the Social Sciences and Humanities Research Council of Canada through the "EnviReform" project, and Maeander Enterprises.

G8 Online 2002 was unveiled in text only on the G8 Information Centre in May 2002. The full multimedia version was launched June 7 on a dedicated site. All content was available through the syllabus as soon as it became available, with a "lecture of the day" highlighted daily on the home page. G8 Online lecturers included David Malone, Ella Kokotsis, Sir Nicholas Bayne and Kristiana Powell, and professors John Kirton, Peter Hajnal and George von Furstenberg lecturing in English, and professors Désirée McGraw, Philippe Le Prestre, Albert Legault, André Donneur, Mamoudou Gazibo Pierre Faucher and Kimon Valaskakis lecturing in French. The participating academic institutions were the University of Toronto and Queen’s University in Ontario, McGill University, l’Université de Québec à Montréal and l’Université de Montréal in Quebec, the University of Calgary in Alberta, Fordham University and the International Peace Academy in New York, and the London School of Economics and Political Science in Britain. Participating individuals and institutions thus came from half of the G8 members countries – Canada, the United States, Britain and France.

G8 Online also included an onsite presence at the G8 Summit, with post-summit evaluations produced from the media centre in Calgary the last day of the Summit, as well as the following week in Toronto. G8 Online not only covered the official proceedings but also detailed that of the civil society presence, including the G6B People’s Summit at the University of Calgary.

Marketing support for the program was provided by sponsor eCollege, which had been a partner in previous years. This support included coverage in their electronic newsletter distributed to institutions on their contact list, as well as their printed publication as well as on the home page of their website. Additionally, they disseminated a press release across the U.S. wires that resulted in news coverage. (The G8 Research Group issued an equivalent press release to Canadian and foreign sources.) A brochure was distributed to lists compiled of interested individuals and institutions by the Research Group, through the work of Madeline Koch and Oana Dolea, as well as the printing and physical dissemination of it at the summit and other venues. DFAIT promoted this project on the official G8 website. The G8 Online 2002 also compiled a list of educators and schools of international relations to invite them to incorporate components of G8 Online into their fall and winter class curriculums or to use the course in its entirety.

During its first ten weeks in operation, from mid May to mid-July, G8 Online received 30,000 accesses to its home pages, with a large number of additional accesses received directly by its individual content pages. Plans are being developed for a 2002/03 version of G8 Online.

Financial resources for the Research Group’s activities came from honoraria from media appearances, lectures and publications, royalties from Ashgate book sales, the Annual Alumni/ae Fundraising Appeal, and project-specific funding.
