G7 Annex: Critical Minerals Resilience and Production Alliance

In order to achieve the common objectives set in the G7 Leaders’ declaration on securing supply chains for critical minerals, adopted in Evian on June 17th 2026 and to anchor their cooperation strategy in the long term, G7 members consent to strengthen and deepen the Critical Minerals Production Alliance launched under the Canadian presidency.
This Alliance establishes a framework for cooperation among G7 members and like-minded non-G7 partners (hereafter named G7+) in the field of critical minerals, building on existing initiatives. It covers critical minerals defined and updated periodically by the G7+ members.
Cooperation will cover the entire value chain, from upstream activities, including exploration, extraction and refining, to downstream activities, including processing, manufacturing and recycling. It includes market monitoring, data sharing and analytical cooperation.
G7+ members will cooperate, together with partner countries, towards developing production capacities to supply, across the entire supply chain, the increasing needs of their industry and limit excessive dependencies on single suppliers. This cooperation will be prioritized for critical minerals where the supply is more constrained.
G7+ members will thus establish jointly, as often as needed, quantitative objectives of diversification of supply and of capacities that are needed to achieve these objectives on the basis of a common analysis of supply and demand.
Taking into account the high level of constraints for their supply, development of rare earth and permanent magnets capacity constitutes a priority. Together with partner countries, G7+ members aim to significantly reduce their dependencies on a single supplier outside G7 and partner countries, for rare earths and permanent magnets to under 60 per cent by 2030 and continuing to decrease further over time, with an ambition to reach 50 per cent as soon as possible. An additional selection of critical minerals and the respective diversification objectives, should be established by the end of 2026.
In continuity with the Critical Minerals Production Alliance, G7+ members will team up to facilitate production projects throughout the supply chain, in order to achieve in the fastest way the diversification targets.
To this end, they will develop joint industrial projects, joint off taking tools to aggregate demand in order to support projects and joint capacities to finance projects.
They will establish, where appropriate, detailed roadmaps as often as needed for specific critical minerals to reach the diversification targets, identify priority projects and, ensure through the mechanism mentioned above that these projects are completed. These roadmaps will account for the production capabilities of G7+ members and their partners.
G7+ members will facilitate and accelerate permitting processes, within their respective legal frameworks, where appropriate and accounting for domestic requirements and legislation while upholding high quality standards and identify measures aimed at improving project bankability.
They will mobilize and unlock public and private financing, including through coordinated support from national and international financial institutions and explore mechanisms to coordinate financing of projects.
A yearly review mechanism will assess the progress of diversification targets, identified projects and coordinated industrial plans. The Alliance will monitor implementation challenges and, where appropriate, adjust priorities and actions accordingly.
G7+ members will cooperate towards building an appropriate market environment and a closer cooperation with trusted partners, in order to ensure the long-term viability of diversified supply capacities, including through plurilateral trade agreements.
In this regard, they will discuss the feasibility and development of policies and mechanisms that would be necessary to ensure supply chain resilience and diversification, in a coordinated manner where relevant. These policies and mechanisms may include, as appropriate, resilience criteria, standards-based approaches, transparency and traceability mechanisms, demand and supply-side measures such as diversification requirements, revenue stabilization mechanisms including price-gap subsidies, joint procurement instruments and trade-related instruments such as quotas and price floors. These measures should take into account factors such as their effectiveness and potential impacts, in particular on midstream and downstream industries, as well as the costs of inaction.
In order to increase the resilience of their supply, G7+ members will cooperate on stockpiling and crisis management and establish a joint cooperation mechanism. They will enhance cooperation in data collection, analysis, dissemination and crisis management relating to critical minerals markets including through best practices operating institutions such as Japan Organization for Metals and Energy Security (JOGMEC). They will facilitate information sharing between members of the Alliance regarding future procurements, market distress or disruption in supply and demand.
They will support initiatives aimed at improving transparency on supply, demand, prices and stocks, building on existing international work, including through the development of shared indicators and common analytical frameworks.
G7+ members will develop and implement tools to allow end-to-end traceability of critical minerals use by companies operating or selling products in G7+ members, building on existing initiatives, exploring pilot models and focusing on interoperability and alignment of technical standards across jurisdictions. These initiatives should support information sharing and transparency.
G7+ members will encourage the development of reliable and transparent market information and pricing mechanisms, promote high quality standards and combat illegal practices across critical minerals value chains.
G7+ members will enhance their innovation efforts in the critical minerals value chains, focusing on technologies that are necessary for a quick diversification of critical minerals and those that can accelerate projects.
They will cooperate on critical technologies and innovation that have to be developed to enhance circularity.
G7+ members will work towards recycling targets by the end of the year for selected critical minerals or their derivatives, aiming to increase their collective recycling capacity capable of producing a significant share of the annual consumption of G7+ members by the end of 2030.
They will act on different levels, mobilizing efficient policies such as facilitating capital investments in circular critical mineral solutions and business models, strengthening efficient design, mobilizing extended producer responsibility schemes and developing market measures to prevent waste or recycling materials leaking.
G7+ members will strengthen cooperation on digital tools for circularity such as digital traceability.
The Presidency of this Alliance will be held by the G7 Presidency, assisted by the previous and next presidencies. Members will meet at ministerial level as necessary to provide strategic guidance and review progress.
A high-level group composed of representatives designated by G7+ members will ensure implementation and operational follow-up, coordination of the different activities and reporting to Sherpa. It will meet at least each trimester.
Under the authority of the High-Level Group (HLG), a light and operational platform will be established to support and implement the work of the Alliance, covering all the area of cooperation. It will operate as a technical and member-driven support function, without decision-making authority and will act as a facilitator of coordination and analytical convergence among participants. It will be composed of resources provided by the G7+ members. The platform will consult, as it deems appropriate, the International Energy Agency (IEA) Critical Mineral Security Program and the Organization for Economic Co-operation and Development (OECD).
A dialogue with private sector stakeholders will be organized as necessary in order to identify constraints, gather feedback and ensure the alignment of public action with market realities.
This Alliance will be open to membership by additional members, subject to the approval of the G7+ members.
Cooperation with other non-member countries and relevant international organizations may be developed, where appropriate, in order to support the objectives of this Alliance.
Activities under this Alliance, including the operation of the Platform, should build on existing capacities from the G7+ members and the IEA Critical Minerals Security Program and the OECD.
G7+ members will periodically review the implementation of this Alliance and may decide to adapt its scope, objectives or modalities in light of market developments and technological progress.
This Alliance is designed to last for the necessary duration to reach the diversification objectives assigned. Based on the progress made, G7+ members will evaluate this duration.
