BIOGRAPHICAL NOTE

PASCAL LAMY received a post-graduate diploma after having graduated from the Ecole des Hautes Etudes Commerciales (School of Advanced Commercial Studies) and the Institut d'Etudes Politiques de Paris (Paris Institute of Political Studies). Mr. Lamy also holds a university certificate in general literary studies, and was a former student at the Ecole Nationale d'Adminitration (Civil Service College). graduating second in his year in the economics section.

After completing his studies at the Ecole Nationale d'Administration in 1975, Mr. Lamy was appointed to the Inspectorate-General of Finances. In 1979, he was made the General Secretary of the Mayoux Committee, an organization which oversees bank decentralization, while co-authoring the report on welfare assistance for children. In that same year, he was appointed to the Treasury Department.

From 1979 to 1981 Mr. Lamy held the positions of Deputy General Secretary and then General Secretary of the Inter-ministerial Committee for the Adaptation of Industrial Structures (Treasury Department -- CIASI).

In 1981 he became the Technical Adviser, then Deputy Director of the Office of the Minister for Economic and Financial Affairs (Mr. Delors). Between 1983 and 1984, Mr. Lamy was the Deputy Director of the Office of the Prime Minister (Mr. Mauroy) and in 1985 he became the Head of Cabinet of the President of the Commission of the European Communities (Mr. Delors). He has served as the Personal Representative of M. Delors from the Bonn Summit of 1985 to the present.
