Note:
31. The question of relationships extended to a concern with duplication
and overlap. However there remained no full G-7 consensus at this
point on the scope of the institutional review, which institutions
should be examined and how they should be examined. Difference
remained between the Europeans, the North Americans and the Japanese,
while the presence of coalition governments in some G-7 governments
made the achievement of consensus even more difficult. The Canadians,
wanting to embrace sustainable development institutions and related
UN bodies, were pleased that Clinton made a reference to the inclusion
of the UN institutions in his remarks in Ottawa.
