25. It is useful to recall Jimmy Carter at and the success of the 1979 Summit, in contrast to the the relative failure of both U.S. President and G-7 Summit in 1980. The same pattern holds for President Ford in 1975 and 1976, President Reagan in 1983 and 1984 (if not 1987-88), and President Bush in 1991 and 1992. As Halifax is President Clinton's penultimate rather than prospectively final G-7 Summit, the chances for success are enhanced.
