30. The gulf between Summit members and outside powers also continues to widen,
as the rouble-led plunge in the size of the Russian economy overwhelms the rise in
that of the PRC to a level similar to that of Canada's. Although there is no evidence
that the aggregate experience of leaders at previous summits causes a particular
Summit to be successful, the loss of Francois Mitterrand for Halifax, only partly
offset by the presence of three year veteran and skilled Summit participant Bill
Clinton, produces a particular net disadvantage for the Halifax Summit and for
Canadian success within it.
