6. For example, prior to the Toronto summit of 1988, Canadian
foreign minister Joe Clark met with the ministers from the newly
formed Group of Eight major Latin American Countries to discuss
their concerns about the forthcoming Toronto summit, especially
with regard to debt relief. The Canadians also gave some
consideration to sending Prime Minister Mulroney to the Soviet
Union, in his role as summit host, prior to the event. The most
advanced step in this process of global linkage has come from
French President Mitterrand, who invited the leaders of fifteen
developing countries from around the world to meet with him, and
the other heads of the summit seven in Paris in the days
preceding the opening of the 1989 summit, and who received a
letter to the Seven from Mr. Gorbachev during the summit itself.
