In the issue area of trade and investment, effective work was done in identifying many issues, but solid commitments were not put together. Solid commitments are not present in the sense that specified, detailed rules or definitions were not set forth, nor were more personal commitments spelled out. Rather, the trend seems to be that commitments made here are to continue discussion - discussion on topics approaching a year in age after the events in seattle.

Though they do discuss, and to their credit, emphasize third world relations, the commitments made do not seem extensive enough to overcome major problems. As Prime Minister of Italy, Giuliano Amato, stated in his press conference, duty-free trade preferences for developing countries was decided against for more ambiguous "more open" trade relations.
