The overall objective was to make the necessary steps to internationalize the globalization of the GIS particularly in developing countries (mainly Africa) in order to insure their full participation in the emerging information society. The Communiqué "welcom[ed] the African Information Society Initiative." It supported efforts "to establish information networks to link African countries with each other and to the rest of the world." (Communiqué 62) A higher grade was not attained because the leaders merely supported efforts to establish information networks, they made no specific commitments to help achieve the globalization of the GIS in developing countries.
