G7 Declaration in Support of an Ambitious DAC Review

Introduction

  1. International cooperation and financing for development are at a decisive moment. Faced with an increasingly fragmented development cooperation landscape, the G7 and its partners are determined to promote a renewed approach to international development cooperation and coordination, based on mutually beneficial partnerships.

  2. We, Ministers in charge of international partnerships and development cooperation, welcome the ongoing review process of the OECD Development Assistance Committee (DAC), and call for an ambitious reform of this reference institution. We are determined to modernize the DAC, building on its legacy to reaffirm its role in a renewed international development architecture.

  3. We intend to work closely with all DAC members and in close consultation with wider partner countries and institutions, in order to reach this goal through the DAC's decision-making process. We propose the following recommendations.

Policy recommendations

  1. To improve the relevance and openness of the DAC, we actively encourage countries meeting membership criteria to join the committee. We also support ongoing efforts at the OECD DAC to promote increased participation of partner countries and emerging economies, through structured dialogues at all levels, by proposing policies that are more responsive to partner needs and priorities, and by enabling improved transparency and comparability of data.

  2. We call for a more robust ODA graduation process. In addition to GNI per capita, this process should take into account specific vulnerabilities faced by partners, and remain simple, predictable and transparent. While concentrating concessional resources for the least developed and most vulnerable countries, an updated process is critical to support graduating countries in continuing their growth through trade and investment partnerships.

  3. We reiterate the central role of public policies and the mobilization and effective use of public domestic resources to achieve national development. While concessional public resources remain at the core of international cooperation and a critical and catalytic source of external financing, especially for the lowest-income countries, the OECD DAC should also report on other types of financial flows contributing to development. Innovative funding tools, blended finance and non-concessional financing also play a vital role.

  4. Complementary to ODA, we call on the OECD DAC to improve the measurement and reporting of financial flows contributing to development, from a partner country perspective. This should be carried out by making the most of all existing data systems, notably the OECD Creditor Reporting System (CRS), as well as the Total Official Support for Sustainable Development (TOSSD) and the International Aid Transparency Initiative (IATI), and with clear methodologies and safeguards against double counting. Interoperability between data systems and cooperation between the DAC, TOSSD and IATI secretariats are essential.

  5. We invite all States and non-State development actors to provide their data on development flows. While recognizing the voluntary nature of flow reporting, we encourage these data systems to help all countries, including emerging countries and developing economies, as well as development actors, to report their development finance data, in line with international standards and practices, in order to improve effectiveness, transparency and accountability.

  6. We call for strengthened communication on international development cooperation, including simplified products and improved accessibility, integrating more comprehensive data reporting on all financial flows, for example, in the annual reports of the OECD DAC, to provide a broader picture of development flows and facilitate policy dialogue and decision making.

  7. We call for international development cooperation to be based on the established development effectiveness principles of country ownership, focus on results, inclusive partnerships, transparency and mutual accountability.

  8. We are dedicated to actively participating in the ongoing OECD DAC review following these common recommendations, strengthening our dialogue within the Committee and with its partners and looking forward to the upcoming OECD Conference on the Future of Development Co-operation.
